Planning Process
 
Under the leadership of EYSAC, the community has been planning for the Emeryville Center of Community Life since 2003. The key accomplishments of this planning process are summarized below.

August 2003
Finalized the initial list of program elements to be included in the Emeryville Center of Community Life.

October 2003
Held a series of Town Meetings to share the vision of the Emeryville Center of Community Life and gather input on the program elements through a dot exercise, where participants selected the most important programs to include in the ECCL.

March 2004
Emeryville Center of Community Life site alternatives -- completed the program description and presented three alternative site locations for the ECCL, together with a site alternative evaluation matrix.

April 2004
EYSAC selected the AC Transit site alternative as the location that best achieves the vision for the Emeryville Center of Community Life and directed staff to focus efforts on this alternative.

July — September 2004
EYSAC reviewed AC Transit site alternatives for the Emeryville Center of Community Life that assume reuse of some of the existing AC Transit facilities. EYSAC also reviewed a cost comparison between all new construction and a combination rehabilitation/new construction project. While the combination project has the potential for significant cost savings, its feasibility is uncertain. EYSAC agreed that both options should be considered pending more specific information about the AC Transit site.

Ongoing
On a parallel track, City staff has been working in partnership with AC Transit to determine if acquisition of the AC Transit site is possible. Potential relocation sites for the AC Transit Emeryville facility are currently under review.
